INVITATION FOR BIDS
The Lower South Valley Council of Governments (COG) will receive Bids online for the COG
Gas and Diesel Fueling Station, generally comprised of the operation, maintenance, and supply
of a fueling station that will be used by the COG for providing fuel for various municipal
departments (i.e., police, fire, and road departments, EMS services, etc.). The fueling station will
be completely operated and maintained by the successful contractor under an initial one (1)
year contract with the COG. Operation and Maintenance of the COG Fueling Station will
include remote monitoring, compliance reporting, inspections, maintenance, personnel training,
general operation of the fueling station, providing unleaded gas and diesel, and all incidental
work related thereto. Sealed Bids will be accepted online via the PennBid Program until 12:00
pm (local time) on the 18th day of April, 2024, at which time they will be publicly opened and
read aloud at the Hanover Township Municipal Building, located at 1267 Sans Souci Parkway,
Hanover Township, PA 18706, and will be considered at the regularly scheduled meeting of the
Lower South Valley Council of Governments, to be held on the 8th day of May, 2024, at 10:00
am (local time) at the Earth Conservancy.

All Work is included in one (1) Prime Contract. Bids shall be on a unit price basis indicated in
the Bid Form. Each Bid, when submitted, must be accompanied by all forms, statements,
affidavits and certifications, as more particularly listed in Request for Proposal.
A Pre-Bid Conference will be held on site at the Fueling Station on March 11, 2024 at 11:00 AM

Bids may be held by Owner for a period of not to exceed sixty days (60) from the date of the
opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of
Bidders, prior to awarding of a Contract.
